It's been 17 months since the last boat carrying illegal immigrants arrived in Australian waters and as a result the government has downgraded its estimate of the number of unauthorised arrivals from 4,500 a year to 1,000 a year. "That equates to a $437 million saving over four years", Immigration Minister Philip Ruddock said.
